Only obtainable as a drop from the Heroic encounter Dragons: Charthraxis in Neverdeath Graveyard, Vartilingorix in Ebon Downs, or Merothrax in Icespire Peak. It will drop randomly if you manage to kill any of them with your friends with the class Scourge Warlock. Otherwise, obtainable from the Auction House or from another player.
