As the Wheel Turns (Tailoring) is a Masterwork Professions quest that unlocks Tailoring recipes. Your Tailoring must be rank 25 and your Stronghold Guild Hall must be at least rank 10 to take this quest.

As I mentioned before, the weaving technique is excellent, but now I can see the stitching is impeccable as well.

My main area of concern is with your materials, the silk looks as if it were spun a bit clumsily. A proper tool would solve that problem.
