Ah ha, so this was how Blackdagger's pirates were flying these skyships. Normally you need to have a bunch of wizards along with you in order to fly one, but it looks like they had someone bind a specialized artifact to each ship instead. Clever. Probably pretty expensive, though.

This quest is started through the item Kayliss' Artifact, which is dropped by the boss Captain Kayliss when you defeat her at the end of Scoundrel's Retreat. Take it and talk to Shil Yargo to show it to her. Upon turning in the quest, you receive a piece of lore: Control Rods.
