Recharge Speed is a statistic that affects the cooldown for abilities such as Encounter Powers. The Intelligence Ability Score, gear, and buffs can positively affect this rate, while debuffs (including wounds) can negatively impact it.
Control Wizards get an additional bonus to recharge speed from Wisdom.
