The Foundry Apprentice Cloak is a reward granted to accounts with the Achievement Foundry Apprentice, which requires:

• Dungeon Master Rank 2
• Complete 3 'Foundry Authoring' achievements

The item is sent to existing characters, and unlike many items is immediately available in the inventory of newly created characters at the start of the tutorial zone. There does not appear to be a way to reclaim it if lost.
